Evidence, inference and uncertainty.
A useful intelligence product needs to distinguish between three things.
- What the evidence establishes
- Information directly supported by the available sources.
- What the evidence suggests
- A reasonable analytical inference that should not be presented as confirmed fact.
- What we cannot establish
- Questions for which the available information does not support a reliable conclusion.
If the evidence is weak, the report should say that.
A confident answer is not useful if it is wrong.

Human accountability.
Tools can collect information quickly.
They cannot decide by themselves whether a conclusion is fair, relevant or sufficiently supported.
